The trouble with level design

In my eyes I have become successful at being able to create my own 3D models. So my next challenge is addressing the shortage of maps that I have. Currently I have no vehicle oriented maps so I need to make my own. The issue I am running into with maps is that it is not as simple as the car where I make a basic shape and chisel details. The level needs to look good but it is also needs to be fun to play on. Some wise people on the gamedev subreddit have told me to use things like legos and house hold items to sculpt a level in real life as a means to getting the idea on paper as something I can look at. I will likely be doing this in the coming days and I will start modelling my map.
